Senior Sourcing Specialist

Our local authority client is looking for an experienced Senior Sourcing Specialist to join their busy offices based in Norwich. This role is offering mostly remote working with the occasional need to attend the offices for meetings etc. Full details below:

PURPOSE OF THE JOB

  • Contribute to the development and implementation of procurement strategies and sourcing plans for the specific category of expenditure through contracting activity. Manage demand through working with departments to coordinate requirements and maximize the benefit of market engagement to obtain sustainable outcomes and value for money for the Council and supporting the delivery of front line services.
  • The successful candidate will be responsible for managing the procurement process for a range of projects, using NEC4 and on occasion JCT contract terms and conditions, and delivering value for money and compliance with procurement law.

PERSON SPECIFICATION

  • A minimum of 5 years of experience in public procurement, with a focus on NEC4 and ideally also JCT contracts.
  • In-depth knowledge of NEC4 contract terms and conditions, as well as the ability to apply them in practice.
  • Experience in managing the public procurement process, both via frameworks and via open tendering, including supporting colleagues in our property and highway teams to develop specifications, tendering, evaluation, and contract award.
  • A relevant professional qualification in procurement, law, or a related field.
