Job Title: Senior Personal Health Budget Lead

Location: Hybrid working, will be required to come to the office based in Birmingham at least one day a week

Pay Rate: £30.19 - £35.86 per hour dependant on experience

Hours: 37.5 hours per week, Monday to Friday

Length of the contract: 6 months initially

Grafton Recruitment are now seeking to appoint a Senior Personal Health Budget Lead to our client based in Birmingham. The Senior Personal Health Budget Lead will provide clinical leadership and professional expertise to ensure each package of care delivers high quality care representing value for money within agreed available funding. The successful Budget Lead will act as clinical lead and as a specialist advisory role to health, local authority & independent sector staff on related issues. Influencing best practice by providing professional advice on a range of physical health issues to ensure health care needs are met appropriately and effectively, whilst achieving outcomes in a timely and appropriate manner.

Duties of the Senior Personal Health Budget Lead

  • To ensure All Age Continuing Healthcare guidance is followed and that services are delivered to maximise patient safety.
  • To support in the development across the organisation in the personalisation agenda and to support the pathway delivery for Personal Health Budgets within Clinical Services
  • To support the Personal Health Budget department in working towards the Directorate's goals and objectives
  • Required to maintain constructive relationships with a broad range of internal and external stakeholders.
  • Monitor and support the provision of clinical supervision to PHB team, ensuring adequate training resources are available to support revalidation and continuing professional development.
  • Participate in the development of working practices, processes and protocols to facilitate timely discharge from hospital, prevention of admission to acute settings and reduce the use of out of area placements.
  • To respond to complaints within the area of relevance to the post and other areas as required or in the absence of other senior clinicians.
  • Responsible for ensuring assessment, case management and review systems are in place for PHB patients in receipt of complex care
  • Provide line management support to the PHB nurse assessors, undertaking assessment, clinical case management and review of clients as appropriate.
  • Participate in relevant internal and external working groups/projects, services and initiatives to provide, information and analytical advice and expertise.
  • Contribute to the development of data collection systems that will provide accurate and timely data.
  • Present information and issues, explaining highly complex issues, to a wide range of internal and external stakeholders.
  • Contribute to corporate business returns, including planning and workforce returns.
  • Oversight of all aspects of allocated budgets including PHB's.
  • Contribute to performance improvement, taking a lead for identified areas where agreed.
  • Develop policies and procedures in own work function with an impact on the wider organisation, as required.

Experience Required for the Budget Lead

  • Management experience is desirable.
  • Significant experience of successfully operating in a politically sensitive environment.
  • Evidence of continued professional development.
  • Demonstrated experience of coordinating projects in complex and challenging environments.
  • Experience of supervising and delegating work.
  • Experience of monitoring quality issues through use of audit process.
  • Experience in undertaking staff appraisal.
  • Experience of being involved with recruitment and retention processes.
  • Experience of using a Continuing Healthcare Process.
  • Demonstrate extensive knowledge of CHC and FNC to others based on the legal and policy framework.
  • Experience of drafting briefing papers and correspondence for CHC management team.
  • Registered nurse current with NMC or registered healthcare professional with the HCPC (Allied Health Professional).
  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area.
  • Post-graduate degree in Management Studies or equivalent.
  • Excellent nursing assessment skills.
  • Excellent written and oral communication skills.
  • Excellent organisational skills and the ability to self-manage the workload.
  • Ability to work without direct supervision.
  • Excellent time management skills.
  • Ability to meet deadlines.
  • Ability to influence others and manage change.
  • Ability to adapt practice to changes in policy.
  • Excellent knowledge of evidence based clinical care.
  • Good knowledge of Continuing Healthcare and the National Framework.
  • Good knowledge of Adult and Children's Safeguarding.
  • Effective team player.
  • Valid NMC registration.
